A float on an arm moves a wiper across a resistance track as the level changes, and the gauge reads that resistance. Almost every fault is in that track — worn through at the positions the vehicle spends most of its life at, which is why a gauge often reads correctly when full and nonsense in the middle.
A gauge stuck on empty with a known-good tank is usually an open circuit in the sender or its wiring; one stuck on full is usually a short to earth. Both are worth testing before the tank comes out.
The gasket is supplied with the unit. Use it rather than sealant — a sealed flange that has to come off again takes the flange with it, and fuel weeping at the top of the tank is not a fault to live with.
